How To Use: Apply the Kohl Liner along the top waterline, then smudge slightly with your finger or a brush. Add to the lower lash line and waterline for a more defined look. It can then be applied and smudged to create a soft, ‘90s smoky eye, or applied all over the eyelid for a more finished look.
